📘 Program Overview

In our part-time bachelor programme Führung und Management im Lagezentrum (B.Sc.), you develop practical skills in communication and crisis management, IT-supported decision-making processes, and personnel leadership so you can professionally manage complex situations in national and international contexts.

The degree combines theory-based leadership and crisis management concepts with practice-oriented exercises, simulations and case analyses, and inter-organisational collaboration, with a focus on situation centre operations (EOC/Situation Centre) in multinational cooperation.

Course structure

Foundation phase
  • Introduction to the bachelor program through Präsentation (5 CP), Wissenschaftliche Hausarbeit (5 CP), and Klausur-based fundamentals of risk and security management (5 CP).
  • Build core foundations in location center management and organization (Mündliche Prüfung, 5 CP) and in disaster protection, population protection, and civil protection including ZMZ (Klausur, 5 CP).
  • Develop leadership fundamentals with Interpersonelle Grundlagen von Führung (A) (Mündliche Prüfung, 5 CP) and strengthen data management, decision-making, ethics, and legal/societal responsibility topics through multiple CP-bearing coursework.
Core and advanced management phase
  • Strengthen analytical and decision capabilities with Strategische Datenanalyse & Modellierung (Wissenschaftliche Hausarbeit, 5 CP), Decision-making im Kontext des Zivilschutzes (Mündliche Prüfung, 5 CP), and Wissenschaftliche Methodik (Wissenschaftliche Hausarbeit, 5 CP).
  • Advance tactical leadership methods via Changemanagement (Klausur, 5 CP) and Taktische Führungsmethodik (B) (Mündliche Prüfung, 5 CP).
  • Expand safety and security operations knowledge including Lagebildfähigkeit Innere Sicherheit (Wissenschaftliche Hausarbeit, 5 CP), Lagebildfähigkeit Äußere Sicherheit (Mündliche Prüfung, 5 CP), Gefahrenabwehr aus polizeilicher & nicht-polizeilicher Sicht (Wissenschaftliche Hausarbeit, 5 CP), and OSINT I & Data Science (Klausur, 5 CP).
  • Develop technology and security competencies covering IT-, Cybersicherheit und Spionageabwehr (Projektarbeit, 5 CP) and Security & risk management at major events (Präsentation, 5 CP).
Elective and specialisation phase
  • Choose a Pflicht/Wahlpflicht track in the elective area in Semester 7 (Wahlpflichtbereich) with specialisation options.
  • Select electives: Public Health (Epidemiologie) and Risk Management (10 CP) or Angewandte Pädagogik im Krisen- und Notfallmanagement (div.).
  • Continue developing project, communication, and operational management skills through CP-bearing modules such as Presse- und Öffentlichkeitsarbeit (Portfolio, 5 CP) and Pädagogik, Methode & Didaktik (Portfolio, 5 CP) as they appear in the curriculum plan.
Completion and final assessment phase
  • Complete advanced modules and preparation for final assessment, including Forschungskolloquium (Exposé, 5 CP).
  • Write the Abschlussprüfung with Abschlussarbeit plus Kolloquium (15 CP).
  • Finish the total program with the Abschlussprüfung as the program completion requirement.
