Complete Guide to E-Val - Malaysia
eVAL means Electronic Visa Approval Letter. It is an online approval issued by the Education Malaysia Global Services (EMGS) before a student can get an E- visa to study in Malaysia.
How the get an E-Val
- Apply to a Malaysian university.
- Receive an Eligibility Letter.
- Complete the EMGS payment (approx 2750 RM to 4000 RM - depending on the university)
- The university submits your documents to Education Malaysia Global Services.
- Malaysian Immigration reviews your documents.
- They issue the eVAL (Electronic Visa Approval Letter).
- You use the eVAL to apply for the E-Visa.
- Then you can travel to Malaysia.
Processing Time to receive an E-Val
Usually 4–6 weeks, depending on document verification.
Documents required for E-Val
1. One passport size photograph - 1 passport-size photograph with a white background (35mm x 45mm). Check our complete details of the photo requirements
2. A copy of your Passport - You will be required to submit a copy of your passport. Here’s what we need:
a. Your passport data page (bio-data page which shows your face, name, etc.)
b. All pages with Visa information. We don’t need all the pages of your passport. If the page is empty, you do not need to submit it.
c. Observation page (showing any extensions, clarifications of name, and previous passport numbers)
d. Passport validity duration must be 18 months or above.
Note: For one-off Student Pass applications, the recommended validity is 12 months longer than the duration of study. For example, if the duration of the study is 36 months, then the recommended passport validity is 48 months
3. Offer Letter - A copy of your offer letter is required to apply for a student visa in Malaysia. If you are making an online application, you will only be able to fill out the form and submit an application once you have received a letter of acceptance/offer from your university/college.
4. Health Declaration Form - You will be required to fill out and submit a copy of the health declaration form to apply for a student visa in Malaysia. If you are making an online application, you are required to upload a scanned copy of the form. Click here to download the Health Declaration Form.
5. Your academic certificates and transcripts - You need to provide copies of all academic records, certificates or transcripts of studies previously undertaken.
6. Personal Bond - The Immigration Department requires all educational institutions in Malaysia to sign a personal bond on behalf of the candidate, binding the University for a specified sum. To comply with this requirement, the institution will require you to lodge the specified amount for this purpose. This money will be returned to you upon completion or withdrawal of your study in the institution, on condition that there is no violation of any provision of the Immigration laws of Malaysia. For Bangladeshi students, the personal bond amount is 750 RM (191 USD).
7. Letter of Eligibility (LOE) - Letter of Eligibility (LOE) is only required if the student is from Iran. The institution must apply an LOE for the student at the Iranian Embassy in Kuala Lumpur. Once the LOE application is approved, the embassy will provide the LOE details to EMGS directly. Institute representatives are not required to collect the LOE from the Iranian Embassy.
8. English Language Requirement - Most courses in universities in Malaysia are conducted in English, so you need to show that your English language competency is good enough for you to be able to participate fully in your course. This means that proficiency in English is a prerequisite for admission.
When you apply for a Visa Approval Letter (VAL), you must demonstrate that you have an acceptable level of English language proficiency and upload the certificate as part of your application. The English Language tests which are accepted for the Student Pass Application are:
- MUET (Malaysian University English Test),
- IELTS/ IELTS Online (International English Language Testing System),
- TOEFL iBT (Test of English as a Foreign Language),
- TOEFL Essentials (Online) (Test of English as a Foreign Language),
- PTE Academic/ PTE Academic (Online)(Pearson Test of English),
- Cambridge English - B1 Preliminary,B2 First, C1 Advanced, C2 Proficiency,
- Cambridge English - Linguaskill Online,
- Cambridge English - Occupational English Test (OET)(Conventional/Online),
- ELS - Certified Intensive English Programme Level (CIEP Level)
IMPORTANT! If you do not attach your English language certificate when creating your VAL application, your application processing may be delayed. In addition, you will also not be eligible to receive a student pass for the full duration of your course.
Additional Documents for Sarawak Application
1. Authorisation Letter - You must obtain a letter of authorisation from your university, as it needs to be attached as part of your student pass application.
2. Cover Letter - You are also required to upload a cover letter as part of your student pass application.
Note: A cover letter is issued by the Institute to Sarawak Immigration to inform the student's intention of applying for the student pass.
3. Pre-Val Medical Report - Please upload your Pre-VAL Medical Report from your country of residence if screening was done at a non-EMGS-registered overseas clinic (as applicable). The Medical Report should be completed in the English Language.
If you attend the Pre-VAL Medical Screening at a registered clinic, you can skip this step because all this will be done automatically for you by the clinic.
Students applying to Public Universities should contact their institution for instructions regarding the Pre-VAL Medical Screening.
Documents Required for Malaysia eVisa
Once the student receives the E-Val, you can apply for an eVisa. For a Malaysia eVisa (online visa) from Bangladesh, you need to upload scanned/soft copies of several documents when applying through the official portal of the Immigration Department of Malaysia. Here’s the typical checklist
1. Passport Copy

The passport must be valid for at least 6 months from the date of travel
